Some time ago the Magistrate of the Kwai shun District requested that Yang Pak-mo-kai and twelve other criminals, who had been arrested in Hongkong and had been handed into the temporary charge of a foreign official, should be forwarded to Canton for trial and punishment. Le Ping Cai, Commandant of the left battalion of the Sai pang regiment, was at this time directed to proceed to Hongkong and bring Yang "Pak-mo Kai and the other prisoners to Canton, where they were to be sent through the British Consul to the Viceroy yamen whence instructions would issue for their trial. The British Consul was requested to move His Excellency, the Governor of Hongkong to hand over the criminals, and Le Lieutenant Le King Cai went with a despatch from the Consul to receive them.
Instructions have been issued through the adjutant to Le King Cai to remain and receive over Yang Pak mo-kai and the other criminals to be conveyed to the Viceroy yamen in the manner above described. At the same time the Viceroy, as in duty bound, writes this despatch to the British Consul and begs to express a hope that he will move His Excellency the Governor of Hongkong to hand over the criminals without delay to Lieutenant Le King Cai that they may be conveyed under...
